Program Assistant (Arctic Activities) – National Oceanic and Atmospheric Administration, Juneau, AK

Provide support to the Alaska Fisheries Science Center (AFSC) Director in coordinating AFSC’s top priorities for Arctic research.

Specific tasks include:

  • Assist in the coordination with multiple Arctic-related organizations to prepare an Arctic strategy for research and representation for NOAA Fisheries:
    • Gather information, in collaboration with AFSC leadership, from state, federal, and international organizations to compile research goals and objectives in the Arctic.
    • Produce a draft strategic plan for regional and national review and organize meetings, as required, with AFSC leadership to discuss the draft strategic plan.
  • Develop and report milestones for engagement with external organizations and internal AFSC Arctic experts.
  • Document input from internal (AFSC leadership) and state, federal, and international organizations on Arctic strategic priorities.
  • Complete the initial draft of the AFSC strategic plan for Arctic research and present it to AFSC leadership.
  • Help coordinate, facilitate, and support AFSC marine science engagement activities in the Arctic. Tasks include the following:
    • Coordinate, organize, and facilitate regular meetings and sharing of information with academic, agency, and community representatives on the Central Arctic Ocean Fisheries Agreement.
    • Coordinate, organize, and facilitate AFSC engagement with academic, agency, and community representatives on Arctic issues as needed.
    • Coordinate the preparation of Arctic-related presentations and other materials as required.
    • Develop meeting minutes, presentations, briefing memos, and/or other materials as required.
  • Update the NOAA Virtual Lab Central Arctic Ocean website with data uploads and reports monthly.
  • Provide talking points and status updates to support AFSC participation in the Interagency Arctic Research Policy Committee and the NOAA Arctic Executive Committee monthly.
  • Create monthly reports for the AFSC Directorate on Arctic activities related to data collection on partnerships of opportunity.
  • Finalize Arctic-related meeting logistics.
  • Finalize meeting minutes.
  • Finalize slides for presentations.

Qualifications:

  • Must possess a Master’s in environmental policy, science, or related field.
  • Experience providing program planning and management in a team environment, marine research environment– office work only, no field work.
  • Ability to develop performance metrics and milestones.
  • Experience with meeting planning and facilitation skills.
  • Experience working with diverse interagency teams.
  • Excellent organizational skills and attention to detail.
  • Must possess exceptional skills in written and oral communication.
  • Must be able to travel in the performance of the position.
  • Must be able to read, write and speak fluent English.
  • Must be able to pass a Federal background check.

Preferred Qualifications:

  • At least 5 years working with marine fisheries information programs or other science-based programs.
  • Experience working with Alaska Native communities and Alaska underserved communities.
  • Interdisciplinary expertise in program and project management, business processes, best practices and procedures, database management, and meeting facilitation.
  • Knowledge and expertise of NOAA Fisheries policies and programs and experience with planning, Federal financial management, and operations.

  • Regularly required to use written and oral communication skills; read and interpret data, information, and documents.
  • Frequent interactions face-to-face, phone and virtually with NOAA staff, other agencies/organizations, and the public.
  • To perform this job successfully, an individual must be proficient in experience using Microsoft Office Suite including MS Word, Excel, Outlook, PowerPoint and Adobe PDF.
  • Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables.
  • Work is performed in a fast-paced office environment. The noise level in the work environment.
  • Must comply with company policies and follow established safety rules, maintain a neat and clean work area, and operate all office equipment in a safe manner, and report any unsafe acts or conditions to the immediate supervisor or management official.
  • Daily use of computer, requiring use of hands, finger, and visual abilities.
  • Must be able to walk up and down stairs from time to time.
  • The work is primarily sedentary.
