Program Assistant (EEJ) – National Oceanic and Atmospheric Administration, Juneau, AK

Provide support to the Alaska Fisheries Science Center (AFSC) Director in coordinating AFSC’s top priorities for Arctic research.

Specific tasks include:

  • Coordinate, facilitate, and provide logistical support for Equity and Environmental Justice (EEJ) Working Group meetings and conference calls with constituents. The tasks include the following:
    • Coordinate planning and logistics of EEJ Working Group meetings and develop draft agendas, meeting minutes, recordings, secure meeting space, presentations, or other materials as required.
    • Facilitate EEJ Working Group meetings and conference calls as needed.
    • Document results of EEJ Working Group meetings and conference calls.
  • Prepare agendas and meeting minutes for the EEJ Working Group as needed.
  • Email EEJ Working Group meeting and conference call information to participants. Finalize agendas for all EEJ Working Group meetings.
  • Finalize minutes for all EEJ Working Group meetings.
  • Finalize presentations or other meeting materials for EEJ Working Group meetings.
  • Coordinate, facilitate, research, and provide EEJ communications and outreach support. The tasks include the following:
    • Prepare annual progress report on the execution of the Alaska EEJ Implementation Plan.
    • Coordinate and develop resources to support community engagement activities, including guides for staff visiting Alaska rural communities, cultural competency training, etc.
    • Support REFM Social Scientists, AFSC Tribal Research Coordinator, and AFSC Communications Team by identifying opportunities to collaborate on and co-design research. This includes seeking interested communities and incorporating their input at every research stage, developing, collecting, analyzing, interpreting, co-authoring, writing, and sharing results.
    • Collaborate with community experts before starting new research projects to better understand community perspectives, interests, and concerns. Have discussions at key junctures during the projects, including planning, logistics support, facilitation, and results-sharing phases to support the AFSC.
    • Communications Team, Tribal Research Coordinator, and Researchers. Prepare a monthly progress report that includes, but is not necessarily limited to, the following: accomplishments, upcoming activities, issues encountered, travel (including purpose, significant outcomes, and action items), recommendations, status of tasks, deliverables, and milestones, if applicable.
  • Annual Progress Report on EEJ Implementation, including establishing a Paper Work Reduction Act (PRA) -approved question bank for external partners to evaluate NOAA Fisheries’ performance (e.g., at data workshops, public hearings, staff performance over a period of year(s), etc.) through external stakeholders and compiling and maintaining an accurate and up-to-date mailing list that the government can use.
  • Produce culturally sensitive, and language-appropriate outreach and communication products and materials (print/visual) to include but not limited to information regarding EEJ efforts toward science projects.
  • Compile, organize, and submit all comments and responses received during public meetings for the EEJ working group and send receipt of comment to the submitter.
  • Coordinate and facilitate 5-10 community meetings (per year) to solicit input on how the implementation of the EEJ Plan is going and identify areas for improvement.
  • Organize and coordinate EEJ activities. The tasks include the following:
    • Organize and conduct biannual presentations to AFSC supervisors to discuss EEJ efforts.
    • Organize and coordinate a session during the quarterly AFSC Board of Directors retreat to discuss the EEJ Implementation Plan, metrics, and areas for improvement.
    • Coordinate, develop, and facilitate EEJ-related IRA presentations.
    • Develop and maintain up-to-date resources on the intranet for AFSC staff.
  • Finalize the listing of EEJ-related action items that have been defined and implemented.
  • Finalize EEJ-related presentations or other related materials within 1 week of the meeting.
  • Facilitate 2-3 Science/EEJ presentations per year.
  • New EEJ page on the Intranet with a link to the Regional EEJ Implementation Plan and resources for staff.
  • Coordinate with AFSC to develop and implement a tracking tool for EEJ activities.
  • Review of AFSC research activity plans and external grant proposals to track the inclusion of EEJ-specific language and activities and recommend changes for inclusion of specific language.
  • Coordinate and provide support to AFSC Principle Investigators (PIs) when developing Notice of Funding Opportunities (NOFOs). Serve as the Point of Contact (POC) for PIs.
  • Develop, implement, and maintain a tracking tool for EEJ activities.
  • Finalize weekly summary reports of relevant AFSC research activities and proposals provided to the AFSC Planning Officer, AFSC Communications Program Manager, AFSC Chief of Staff, and the EEJ Working Group.
  • Coordinate, compile, and monitor media coverage about EEJ IRA-related activities.

Qualifications:

  • Must possess a Master’s in environmental policy, science, or related field.
  • Experience providing program planning and management in a team environment, marine research environment– office work only, no field work.
  • Ability to develop performance metrics and milestones.
  • Experience with meeting planning and facilitation skills.
  • Experience working with diverse interagency teams.
  • Excellent organizational skills and attention to detail.
  • Must possess exceptional skills in written and oral communication.
  • Must be able to travel in the performance of the position.
  • Must be able to read, write and speak fluent English.
  • Must be able to pass a Federal background check.

Preferred Qualifications:

  • At least 5 years working with marine fisheries information programs or other science-based programs.
  • Experience working with Alaska Native communities and Alaska underserved communities.
  • Interdisciplinary expertise in program and project management, business processes, best practices and procedures, database management, and meeting facilitation.
  • Knowledge and expertise of NOAA Fisheries policies and programs and experience with planning, Federal financial management, and operations.

  • Regularly required to use written and oral communication skills; read and interpret data, information, and documents.
  • Frequent interactions face-to-face, phone and virtually with NOAA staff, other agencies/organizations, and the public.
  • To perform this job successfully, an individual must be proficient in experience using Microsoft Office Suite including MS Word, Excel, Outlook, PowerPoint and Adobe PDF.
  • Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables.
  • Work is performed in a fast-paced office environment. The noise level in the work environment.
  • Must comply with company policies and follow established safety rules, maintain a neat and clean work area, and operate all office equipment in a safe manner, and report any unsafe acts or conditions to the immediate supervisor or management official.
  • Daily use of computer, requiring use of hands, finger, and visual abilities.
  • Must be able to walk up and down stairs from time to time.
  • The work is primarily sedentary.
