Web Developer – 711th Human Performance Wing, Wright-Patterson Air Force Base, OH

Specific tasks include:

  • Provide Web Application Developer support in order to develop / modify / modernize / enhance existing data collection software to facilitate aeromedical education, research, such as Base Operational Medicine Clinic (BOMC) and the Base Operational Medicine Clinic Quality Tool (BOMC QT), FEB SharePoint site, the HPWS System, and consultation mission objectives in support of 711 HPW/FEB and 711 HPW/FEC mission requirements.
  • Interact daily with government customers to understand technical requirements for computer programming projects.
  • Conduct analysis of 711 HPW/FEC and 711 HPW/FEB Web applications to determine areas of improvement and new capability: Ease of use, elimination of redundant data entry, data entry validation.
  • Provide technical consultation regarding findings and capabilities of 711 HPW/FEC and 711 HPW/FEB Web applications and data.
  • Develop new capabilities and enhance of existing capabilities based upon information provided in design specifications provided by the government.
  • Develop technical specifications to document new capabilities such as SharePoint, websites, Helpdesks, and improvements for 711 HPW/FEB and 711 HPW/FEC Web applications and databases.
  • Design, build, and implement processes to extract transactional data into a usable form for tracking and research.
  • Develop and/or provide the ability to extract, search, and analyze historical data.
  • Develop reporting capabilities from both transactional data and archived, historical data.
  • Produce training materials as well as assistance with in-person training if needed.
  • Perform computer programming using ColdFusion, Oracle PL/SQL, JavaScript, and jQuery programming languages.
  • Complete MHS HIPAA training on an annual basis in order to view/manipulate 711 HPW/FEB and 711 HPW/FEC data.
  • Complete government-furnished training on operational security, information assurance, Privacy Act, and records management.
  • Maintain Air Force and organizational design, coding and information assurance standards with all new products and deliverables.
  • Provide training and assistance for new and existing capabilities.
  • Support the DoD Certification & Accreditation process through all phases of the development life cycle.
  • Provide prompt, professional, customer-friendly support for 711 HPW/FEB AND 711 HPW/FEC personnel in person, via email, and over the telephone.
  • Document project status using AF-provided office and project management software.
  • Attend weekly staff meetings or be available for project meetings via MS Teams or video conferencing when necessary.
  • Must be available for work during the core hours of 0900-1500hrs, M-F, except Federal holidays, unless otherwise stipulated by 711 HPW/OMC. Regardless of contractor’s preferred daily start and end times, they must be working and available during those core hours. This means being online and responsive to instant messages and email. Contract developers must be available for scheduled and ad hoc meetings and tele-conferences via DAF365 Microsoft Teams during core working hours. There may be times when it is necessary for the contractor to work before or after normal duty hours in support of a specific task. Although the schedule may have to be flexible, it will not exceed 40 hours per week, per contract employee.
  • Contract employees who are teleworking must use Microsoft Teams and Microsoft Outlook (DAF365 environment) for daily (weekdays) communication with OMC project management staff and the HPWS Web development team.
  • Contract employees who are teleworking will perform all work on government-furnished equipment. It may be necessary for contract developers to physically travel to Wright-Patterson AFB during in-processing in order to pick up their government-furnished equipment (laptop), have software installed, and have their credentials cached on their equipment during initial logon. Throughout the contract period, it may also be necessary to travel to Wright-Patterson AFB to re-cache these credentials, to obtain other repair services for government-furnished equipment, or to attend meetings, if requested.
  • Contract employees who are teleworking will be required to supply their own Internet bandwidth in order establish a VPN (virtual private network) connection to the AF network (AFNET). No Internet browsing or other network-related activities are to be performed on government-furnished equipment without first establishing a VPN connection using an AF VPN client. Government-furnished equipment are to be used for official US government purposes only. No work will be performed on privately-owned equipment.
  • Contract employees who are teleworking will be allowed to connect privately-owned monitors to their government-furnished laptops if desired. Privately-owned peripheral devices that connect wirelessly, such as Bluetooth-enabled keyboards and mice, are not permitted to be connected to government-furnished equipment. Privately-owned wired keyboards and computer mice are allowed as long as they do not contain any onboard memory. Privately-owned headsets may be connected to government-furnished equipment via the 3.5mm audio port only. Government-furnished USB headsets are also permitted. No other peripheral devices may be connected to government-furnished equipment without official authorization from OMC IT Operations.
  • Contract employees who are teleworking will be not be permitted to print government information or materials on privately-owned printers. No privately-owned printer may be connected to government-furnished equipment, either wirelessly or through a hard-wired connection. Government information and materials are not permitted to be stored on privately-owned, peripheral storage media such as CDs, and DVDs, and USB-connected devices. At no time may non-government-approved storage devices such as optical drives, SSD drives or portable hard disks be connected to government equipment.


  • Minimum Educational Requirements (one of the following):
    1. B.S. in Computer Science, Computer Information Systems, or related, and 4 years relevant work experience
    2. Any Bachelor’s Degree and 6 years relevant work experience
    3. Any post-secondary education and 8 years relevant work experience
  • 1.1.2 IA Certification Requirements: AFMAN 17-1303, 12 May 2020 (including any applicable updates/changes) requires individual certification at Technical Level II for this position (CompTIA Security+ certification). Contractors filling these positions are required to have these certification requirements met prior to filling this position; the certification must be maintained at all times.
  • Must Possess a current Secret Clearance
  • Must have programming experience developing data-driven web applications using Adobe ColdFusion or similar platform, Oracle PL/SQL or similar relational database, XML, HTML, CSS, JavaScript, and jQuery. The contractor will be required to complete a three to four week training period in order to introduce them to the HPWS web application. This training period will include a short project where the contractor will be required to demonstrate their skills and technical ability.
  • Must have experience using JavaScript and JQuery AJAX to connect back-end data processing with client-side functionality.
  • Must have experience interacting with and processing complex data sets within an Oracle relational database. This includes reading, understanding, designing, writing, and modifying SQL queries, stored procedures and functions.
  • Shall have experience designing and building, modifying, and scripting relational database objects, including tables, views, sequences, triggers, PL/SQL stored procedures, and functions.
  • Shall have experience working with SharePoint. This includes management of the entire site in addition to using HTML, JavaScript, and CSS to create and modify dynamic content and/or functionality.
  • Shall have experience working with the complete software development lifecycle: from requirements and design, to building, testing, and deploying a complete Web application.
  • Must possess extensive organizational skills and the ability to work independently. The contractor shall demonstrate advanced typing skills.
  • Must be able to read and speak fluent English
