Human Resources Specialist – USASD

Position Overview
Leading Solutions is seeking a Human Resources Specialist to provide comprehensive personnel and administrative support to the U.S. Army student population assigned to USASD Headquarters at Fort Jackson, SC. The HR Specialist will support a geographically dispersed student population by processing personnel actions, maintaining military records, managing pay and travel-related actions, and providing responsive customer support.
The ideal candidate is highly organized, detail-oriented, technically proficient, and comfortable working independently in a military or government environment.
Key Responsibilities
- Perform soldier in-processing and out-processing, including digital records reviews, preparation of personnel packets, verification of assignment orders, and updates to government personnel systems.
- Maintain accurate personnel tracking databases and ensure required updates are completed within established timelines.
- Prepare and process personnel actions in IPPS-A, including promotions, awards, reassignments, leave requests, separations, and other personnel transactions.
- Prepare required personnel accounting and strength management reports.
- Process and code pay entitlements, special pay actions, allowances, and deductions in accordance with approved government decisions.
- Maintain official military personnel records and upload required documentation to iPERMS, including orders, awards, academic records, and other personnel documents.
- Operate automated Army finance systems, including CEDEMS, CMS, DJMS, DMO, MMPA, CITIBANK Commercial Card systems, and SmartVoucher, as applicable to assigned duties.
- Utilize automated HR systems, including IPPS-A and iPERMS, to manage personnel data and track administrative actions.
- Monitor applicable HR and finance policies and publications to ensure administrative actions remain compliant with current requirements.
- Complete all required government-provided training and maintain proficiency in applicable systems and procedures.
- Serve as the primary customer support/help desk resource for the student population, responding to inquiries through email, Microsoft Teams, and telephone within established service timelines.
- Support travel management for assigned personnel using the Defense Travel System (DTS) and Army Training Requirements and Resources System (ATTRS), including preparation of travel authorizations and assistance with travel vouchers.
- Maintain accurate, complete, and compliant documentation while protecting sensitive personnel information.
- Perform other related HR and administrative duties as assigned.
Required Qualifications
- Minimum 2 years of experience performing administrative support functions.
- Strong computer literacy and technical aptitude, with the ability to quickly learn and navigate enterprise database and administrative systems.
- Experience managing, coordinating, and tracking multiple tasks and projects simultaneously.
- Proficiency with standard Microsoft Office applications and enterprise databases.
- Strong organizational and attention-to-detail skills, particularly when working with personnel records and regulatory documentation.
- Ability to communicate effectively in English, both verbally and in writing.
- Ability to work independently, take initiative, and effectively manage assigned responsibilities with minimal supervision.
- Ability to provide professional and responsive customer service to a geographically dispersed student population.
Preferred Qualifications
- Experience supporting the U.S. Army or Department of Defense.
- Experience with IPPS-A, iPERMS, DTS, ATTRS, or Army finance/personnel systems.
- Familiarity with Army personnel administration, military pay, records management, or soldier readiness processes.
- Experience working in a government contracting or military installation environment.
