JFO Instructor / Project Lead
Location: Fort Sill, Oklahoma
Job Type: Full-time
Work Location: On-site, with domestic and international travel
Salary: TBD, based on experience (BOE)
Position Overview:
Leading Solutions, LLC is seeking a qualified Joint Fires Observer (JFO) Instructor / Project Lead to oversee daily contractor operations supporting the Fires Center of Excellence and the 428th Field Artillery Brigade at Fort Sill, Oklahoma.
This is a working instructor position with additional leadership and administrative responsibilities. The Project Lead will serve as one of the program’s 12 instructors while coordinating workforce activities, maintaining training readiness, and serving as the primary on-site liaison between contractor personnel and Government representatives.
Key Responsibilities:
- Lead daily contractor operations and coordinate instructor assignments, coverage, and training support.
- Serve as the contractor liaison with the Contracting Officer and Contracting Officer’s Representative.
- Manage and direct the contractor workforce and exercise delegated authority over resources and operational decisions.
- Monitor instructor qualifications, certification status, training readiness, and required documentation.
- Coordinate with company leadership to address staffing gaps, performance concerns, and administrative requirements.
- Maintain personnel accountability, submit weekly personnel status information, and promptly report changes.
- Coordinate quality control activities, instructor evaluations, corrective actions, and required reporting.
- Organize support for resident courses and domestic and international Mobile Training Team assignments.
- Deliver classroom, simulator, practical exercise, and field instruction using Government-approved course materials.
- Operate CFFT or DVTE simulators and prepare or modify training scenarios.
- Evaluate student performance and recommend improvements to instruction, lesson plans, and training materials.
- Ensure training resources are ready, equipment is safeguarded, and personnel follow safety and professional conduct requirements.
Required Qualifications:
- Meet one of the following experience pathways:
- At least three years of verifiable Joint Terminal Attack Controller (JTAC) experience following qualification and certification, including three years of active operational service performing JTAC duties; or
- Completion of a Forward Air Controller (Airborne), FAC(A), course and at least three years of verifiable FAC(A) experience, including three years of active operational service performing FAC(A) duties; or
- At least eight years of continuous active military service combined with a minimum of two years of operational JTAC/FAC(A) experience.
- Provide official qualification and experience documentation, such as AF Form 8, AF Form 3827, a Terminal Attack Control Evaluation form, an official flight record for FAC(A) experience, or an applicable service equivalent.

- Meet installation access requirements and obtain and maintain a Common Access Card.
- Complete and maintain all required JFO instructor certifications.
- Sign and comply with DD Form 2982, Recruiter/Trainer Prohibited Activities Acknowledgement.
Guard or Reserve experience must reflect the required cumulative active operational duty time. Routine monthly drills and annual training over three calendar years alone do not satisfy the three-year operational experience requirement. Minimum instructor qualifications are not waiverable under the PWS.
Instructor Certification:
The Project Lead must meet the same certification standards as all other instructors. These include auditing the JFO course, completing the applicable Common Faculty Development Instructor Course or accepted equivalent, qualifying on seven academic blocks and all required simulator blocks, and receiving written certification from the 428th Field Artillery Brigade Commander.
Candidates must complete required certification within the designated phase-in period and maintain proficiency through recurring evaluations.
Preferred Qualifications:
