Program Manager – US Navy Recruit Training Command, Great Lakes, IL

Responsible for the contracted workforce, reviewing the Future Sailor Prepratory Course (FSPC) training schedule and scheduling the contract workforce to meet the requirements, organizing, coordinating all Contractor program activities to ensure the timely delivery of all services specified herein and acting as a liaison.

Specific tasks include:

  • Attend weekly meetings with the COR. The COR may increase/decrease the frequency and amount of meetings needed to be attended.
  • Ensure that an instructor is present to teach all classroom courses of instruction, tutoring sessions and study hall sessions and adjusted as necessary to cover scheduled and unscheduled absences.
  • Participate in periodic meetings to review and evaluate academic training programs and identify and implement opportunities for improvement.
  • Attend other meetings as requested by the COR.
  • Participate in curriculum quality assurance meetings.
  • Ensure only certified instructors are scheduled and allowed to teach classroom instruction.
  • Provide quarterly reports of the academic aspects of the FSPC program to the FSPC Leads, LSO and COR. Reports shall contain at a minimum: individual’s base line score, length in program, mock, homework and ASVAB scores and other analytical data for the Government to evaluate the success of the program.
  • Provide any recommendations for program improvements and any known constraints impeding student success.
  • Collaborate with curriculum professionals to ensure math and reading lessons are up to date.

Qualifications:

  • Must possess a Bachelor’s degree, Master’s degree preferred, in mathematics or reading education, or closely related field from an accredited educational institution.
  • Must possess a minimum of 2-years’ experience in teaching or working in a military or similar type environment.
  • Minimum of 3-years or more of demonstrable accumulated experience (continuous and sustained experience preferred) in (young) adult education (2-year college setting preferred, high school setting acceptable). Experience teaching Algebra 1, Geometry, Algebra 2 OR Experience teaching reading, or reading literacy.
  • Experience developing long and short-range planning and coordination of academic improvement programs resulting in attributable results with individuals or groups at the high school or college levels or with military personnel in the accompanying, respective settings.
  • Must have completed one of the following forms of training: (a) Military Service Instructor Training Course (ITC) (b) Instructor training via an academic institution (c) Academic credentialing (teacher/professor). Maintenance of required training and/or certification shall be an enduring element of the requirement.
    1. ITC training requirements. Academic institutions ITC should contain at a minimum, these Learning Objectives:
      1. Effective communication and questioning techniques.
      2. Adult learning theory and principles.
      3. Instructional Delivery methods.
      4. Lesson delivery performance laboratory.
      5. Training environment management.
      6. Inter-personal skills.
      7. Evaluation and Feedback.
  • Ability to gain familiarity with applicable Navy rules, regulations and Navy course curriculum.
  • Possess familiarity with Technical Training Equipment, Technical Training Devices, including Electronic Podiums, Automated Electronic Classrooms (AECs), Presentation Technology Classrooms (PTCs), Video Teaching and Teleconference (VTT), Instructor podium, and equipment.
  • Excellent organizational skills, attention to detail, and sound skills in written and oral communication is a must.
  • Must be able to read, write and speak fluent English.
  • Must be a US Citizen.
  • Must be able to obtain and maintain a Secret Clearance.
