Job Description – Site Manager
Location: Virtual and as needed on-site at TSA HQ, Springfield, VA
Clearance: Public Trust (must be able to obtain and maintain)
Position Type: Part-Time (20 hours per week)
Pay rate: $38-$40/hr
About the Role:
Leading Solutions is seeking an experienced Site Manager to lead our contractor Team supporting TSA’s Real Estate Management Division (REMD) with Real Estate Administrative Services. The Site Lead serves as the single point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) and is responsible for the overall execution, quality, and customer satisfaction of the program.
Key Responsibilities:
- Serve as primary liaison with TSA, ensuring clear communication and rapid response to contract requirements.
- Lead and manage all contractor personnel to ensure timely delivery of all PWS requirements – tasks and deliverables.
- Oversee daily operations of the Team supporting the contract.
- Participate in progress, status and other meetings and briefings as needed.
- Develop talking points, internal communications, and briefing materials for leadership and stakeholders regarding leasing, planning and construction progress and impacts.
- Develop draft functional performance metrics and objectives for Real Estate programs, coordinating with leadership and SMEs to ensure alignment with organizational goals.
- Collect, analyze, and summarize qualitative and quantitative data to support decision-making, providing recommendations based on findings
- Serve as a liaison between leadership, internal departments, and external stakeholders, facilitating communication and collaboration.
- Recommend improvements, identify gaps, inefficiencies, or risks in current processes, and propose new processes to increase efficiency and compliance.
- Track progress against strategic goals, prepare status reports, dashboards, and briefings, and provide recommendations for course correction as needed.
- Ensure compliance with all Federal Records Act, Privacy Act, and security requirements.
- Support phase-in and phase-out planning to ensure seamless contract transitions.
- Complete all training and maintain up-to-date training status and certifications.
Required Qualifications:
- A bachelor’s degree from an accredited university recognized by the U.S. Department of Education or a minimum of 10 years’ experience in commercial/government administration and executive level program management.
- Experience in planning, budgeting, and administrative management, including phases from development of strategic operational/logistical planning/budgeting, procurement strategy and implementation, end user, project team and public communications, and close out.
- Experience in providing advice and expertise in strategic planning and process improvement methods, change enablement and management, and Federal operations.
- Experience with Federal real property portfolio management is preferred.
- Proven ability to lead cross-functional teams, resolve conflicts, and drive results.
- Excellent communication skills (verbal, written, and presentation).
- Strong analytical, problem-solving, and decision-making abilities.
- Demonstrated experience with federal contracts, compliance, and reporting.
- U.S. Citizenship required; must be able to obtain Public Trust clearance.

- Frequent use of hands and arms; prolonged sitting may be required.
- Specific vision abilities: close vision, color vision, and focus adjustment.
- Ability to interpret instructions involving multiple abstract and concrete variables.
