Technical Writer/Editor (General Communications Support) – NOAA Fisheries, Office of Science and Technology (Silver Spring, MD) 

Leading Solutions, LLC is seeking a Technical Writer/Editor IV to provide senior-level communications support to advance the mission and strategic priorities of the Office of Science and Technology within NOAA Fisheries. This role translates complex scientific, technical, and policy information into clear, accessible content for diverse audiences, including internal stakeholders, partner organizations, and the public. The position supports communications planning, content development, scientific publications, and digital engagement efforts to effectively convey program goals, initiatives, and accomplishments. 

Specific tasks include: 

  • Develop and support materials that communicate organizational mission, goals, and initiatives to internal and external audiences. 

  • Draft, edit, and finalize clear, concise documents that explain complex scientific and policy programs related to natural resources using plain language principles. 

  • Coordinate, develop, and implement communications plans to support program objectives and outreach efforts. 

  • Collaborate with program teams to conceptualize messaging and develop communication products that align with strategic priorities. 

  • Create a variety of written and digital content, including talking points, fact sheets, web content, brochures, success stories, and progress updates. 

  • Review and edit technical materials prepared by staff to ensure clarity, consistency, accuracy, and accessibility for non-technical audiences. 

  • Develop and maintain web content using content management systems and modern web technologies. 

  • Build and maintain effective working relationships with internal teams and external partners impacted by program initiatives. 

  • Provide visual and multimedia support to enhance digital and web-based communications. 

  • Evaluate communication effectiveness using analytics, surveys, interviews, and other feedback mechanisms to inform continuous improvement. 

  • Support the development of scientific publications, conference and meeting materials, and strategic planning documents. 

Required Qualifications: 

  • Bachelor’s degree in Communications, English, Journalism, Technical Writing, Public Affairs, Environmental Science, or a related field. 

  • Minimum 8+ years of relevant professional experience in technical writing, editing, communications, or science communications. 

  • Demonstrated experience writing and editing technical, scientific, or policy content for diverse audiences. 

  • Excellent editing, proofreading, and organizational skills with strong attention to detail. 

    Other Qualifications
    •    Frequent use of hands and arms; prolonged sitting may be required.
    •    Specific vision abilities: close vision, color vision, and focus adjustment.
    •    Ability to interpret instructions involving multiple abstract and concrete variables.

    Pay Rate: $40/hr
