Position Overview

The Logistics and Facilities Manager oversees all logistics operations and facilities support for NTTC Lackland, ensuring mission readiness and operational excellence. This position serves as the primary point of contact for coordination with military, civilian, and external agencies regarding logistics, environmental compliance, fleet management, and facility sustainment. The Manager plays a critical role in supporting environmental initiatives under the Air Force Environmental Management System (EMS) and contributes to the implementation of the Base Comprehensive Asset Management Plan (BCAMP).

This is a Key Personnel role, requiring leadership, coordination, and technical proficiency across a diverse range of logistics and facilities domains.

Key Duties and Responsibilities

Logistics and Facilities Oversight

  • Supervise contractor personnel supporting logistics and facility functions.
  • Serve as the logistics and facilities Subject Matter Expert (SME) for NTTC Lackland.
  • Manage day-to-day logistics operations including facility support, maintenance scheduling, inventory control, supply chain coordination, and equipment accountability.
  • Coordinate logistics and facility requirements with CENSECFOR HQ, AF Civil Engineering, NAVFAC, and third-party vendors.

Mission Support and Planning

  • Analyze mission objectives and develop logistics plans that support evolving training requirements.
  • Establish and implement logistics SOPs for equipment, gear, consumables, vehicle deployment, and contract services.
  • Prepare and maintain historical documentation, lessons learned, and turnover packages for continuity of operations.

Fleet Management and Transportation

  • Track and report on the status, condition, and lifecycle maintenance of all Government vehicles.
  • Schedule and oversee preventive and corrective vehicle maintenance tasks.
  • Ensure daily pre-use and post-use vehicle checks are conducted and documented.
  • Maintain and manage government fuel cards and driver qualification records.
  • Generate comprehensive logistics reports including: Equipment Assessment Metrics, Program Hours, Repair Parts Usage, Fielding Status, Fuel Consumption

Environmental and Facilities Compliance

  • Support the environmental quality program across compliance, conservation, and pollution prevention pillars.
  • Coordinate facilities projects and repairs including warranty oversight, self-help tasks, and vendor-led efforts.
  • Ensure alignment with Air Base Wing Civil Engineering directives and EMS framework standards.
  • Maintain awareness and compliance with the Base Comprehensive Asset Management Plan (BCAMP).

Stakeholder Engagement and Administrative Support

  • Attend and contribute to command briefings and working groups as directed.
  • Liaise with military personnel, government civilians, and contractor staff on logistics and facility matters.
  • Provide technical advice and staff support to the CO and NTTC staff on facility management, environmental practices, and asset usage.

Required Qualifications

Education & Experience

  • Bachelor’s degree in Logistics, Facilities Management, Engineering, or related field and at least 2 years of relevant experience, or
  • At least 6 years of progressive experience in logistics and/or facilities management, preferably in a Navy or Marine Corps environment

Supervisory Experience

  • Minimum 2 years of supervisory experience in logistics or facilities management

Certifications & Licenses

  • Valid U.S. state driver’s license
  • Ability to obtain and maintain a Favorable Tier 3 Background Investigation

Knowledge & Skills

  • Proficient in military logistics and facility planning systems (e.g., BCAMP)
  • Familiarity with Air Force EMS and civil engineering procedures
  • Strong analytical, organizational, and decision-making abilities
  • Excellent written and oral communication skills
  • Proficient in Microsoft Office Suite and relevant logistics management software
  • Ability to interpret technical regulations, federal acquisition standards, and DoD logistics policies
