Instructional Systems Designer (ISD) – US Navy, Commander, Navy Reserve Force, Norfolk, VA

Develop, improve and maintain Commander, Navy Reserve Force (CNRF) training courses.

Specific tasks include:

  • Provide administrative and technical support to assist the site Learning Standards Officer with the responsibilities of Course Curriculum Model Manager (CCMM) for Navy Reserve unique training courses. This support includes the evaluation of training data, training capabilities and interfaces, and the development of new training courses or training materials.
  • Develop, revise, update, support, and maintain the ALTC curriculum to ensure currency of content via Government assignment utilizing CPM/LO or other systems designated by the Navy Reserve.
  • Submit curriculum documents to ALTC Learning Standards Officer for review prior to forwarding to higher authority as required by current directives and instructions.
  • Review and evaluate Force/Wing changes in policies, procedures, systems, and publications to include tactical publications, Naval Air Training and Operating Procedures Standardization (NATOPS) manuals, software, local course rules, Flight Information Processing System (FLIPS) manuals, maintenance manuals, and other documentation regardless of format.
  • Provide curriculum recommendations to site Learning Standards Officer (LSO) based on Formal Course Reviews (FCR) and field analysis.
  • Support each sites command mission and readiness objectives to determine the impact on future training and or equipment requirements through field analysis of objectives.
  • Maintain master files of all curricula and supporting documentation under the cognizance of the site Learning Standards Officer.
  • Submit a Plan of Action and Milestones (POAM) to the site LSO for each assigned new, revised, and change to a course of instruction, to include submission for higher level reviews.
  • Assist in the review of new Reserve training content and Reserve training content revisions and validate against approved requirements to provide recommendations on acceptance of modernized training developed under the Ready Relevant Learning (RRL) program.

Qualifications:

  • Must have a minimum of 5 years’ specialized experience as an Instructional Systems Designer.
  • Must have general experience with: Authoring Instructional Materials (AIM) Content Planning Module / Learning Object Module (CPM/LOM), and open source e-Learning development software such as GIMP, SeaMonkey, Avidemux/OpenShot, Audacity, Synfig, Scribus, InkScape/Open Office Draw or Adobe products such as Adobe Photoshop Creative Cloud (CC), Adobe Illustrator CC, Adobe Captivate CC 2017, Adobe Audition CC 2017, Adobe Premiere Pro CC 2018, Adobe InDesign CC 2018, Adobe Acrobat Professional.
  • Working knowledge of Catalog of Navy Training Courses (CANTRAC), Enterprise Naval Training Reservation System (eNTRS), Corporate enterprise Training Activity Resource System (CeTARS), and Fleet Training Management and Planning System (FLTMPS).
  • Must have the ability to provide data entry services to enter approved course information into any other identified electronic systems as required by CNRFC and higher authority.
  • Maintain communication skills including but not limited to drafting correspondence, proof reading, validating training material, preparing briefs, providing formal instruction/facilitation and making presentations.
  • Validate training material, prepare briefs, make presentations and draft reports and documents to support training validation.
  • Knowledgeable of the NETC programs, policies and procedures, including instructional systems design, E-Learning, teaching methodologies and similar NAWCTSD software TBD, and training requirements.
  • Must be proficient in Microsoft Office Suite (Outlook, Microsoft Excel, Microsoft Word, and Microsoft PowerPoint).
  • Must be able to obtain and maintain a Secret DoD Clearance.
  • Excellent organizational skills, attention to detail, and sound skills in written and oral communication is a must.
  • Must be able to read, write and speak fluent English.
