General Clerk III – National Fire Academy, Emmitsburg, MD

Provide support to the Command and Control Curriculum. In addition, the Contractor will support the successful delivery of classes and activities occurring in the Simulation Lab and ensure the Simulation Lab is fully operational.

Specific tasks include:

  • Provide setup and takedown of requested simulations and exercises.
  • Operate simulation equipment for the duration of the simulations. For the purposes of this function, simulation equipment is defined as radios, mapping, and common operational picture depictions.
  • Provide overall simulation exercise support. 
  • Provide support for all the exercise controller positions.   
  • Support all Command and Control courses, which may require classroom setup in NFA classrooms other than the Simulation Lab.
  • Maintain the professional appearance of the Simulation Lab and monitor access to restricted and controlled areas to the contract instructors, USFA staff, and others who have legitimate business in the limited access areas.
  • Assist with the distribution of course and exercise materials via appropriate media and systems to students and instructors/controllers.
  • Assist with set up as needed to accommodate various types of instructional methodology/training occurring within the Simulation Lab.  The Contractor shall ensure that the classroom is operational and ready to be used prior to actual use without pause or unnecessary actions.
  • Prepare large format wall charts, incident documentation, and products generated for or as part of the exercises.
  • Support tours for visitors and assist with the demonstration of Sim Lab capabilities for class lectures, presentations, and agency briefings.
  • Participate in the potential modification of specialized courses.  Examples of these are:  National Capitol Region (NCR) Incident Management Team (IMT) training, National Level Events (preparation for NSSEs), jurisdictional (Emergency Operations Center (EOC), IMT integration), training and support to other federal agencies and disaster training for EOC and IMT personnel. 
  • Provide direct support for courses including, but not limited to: advising students in staging and assisting with identifying and defining communication breakdowns between T cards, resource management system, assisting instructors and controllers as needed. A Common Operating Picture will be displayed using current systems to ensure students have incident information as it unfolds. Attending meetings with NFA so duties and responsibilities can be coordinated by all for the start of each exercise.
  • Assist with inventory management and record keeping of equipment, supplies, and assets.
  • Shall be available to assist with other NFA classroom activities involving on campus during down weeks.

Qualifications:

  • High School diploma or equivalent degree.
  • Must be able to obtain a Public Trust through Homeland Security.
  • Must be able to lift a minimum of 25 pounds.
  • Knowledge of supporting operational labs and simulations.
  • Knowledge of English grammar, punctuation, and spelling.
  • Ability to use reference guides and manuals.
  • Proficient in Microsoft Office Suite (Outlook, Excel, PowerPoint and Word).
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills.
  • Strong organizational and time management skills.
  • Customer service and customer satisfaction orientation.
  • Ability to work in a team environment.
