Job Description – Project Manager (PM)

Location: Emmitsburg, MD (On-site with episodic telework as approved)
Clearance: Public Trust (must be able to obtain and maintain)
Position Type: Full-Time, Exempt
Pay Rate: $78,000/year

About the Role

We are seeking an experienced Project Manager (PM) to lead our FEMA National Disaster & Emergency Management University (NDEMU) Independent Study Program (ISP) Support contract. The PM serves as the single point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) and is responsible for the overall execution, quality, and customer satisfaction of the program.

Key Responsibilities

  • Serve as primary liaison with FEMA, ensuring clear communication and rapid response to contract requirements.
  • Lead and manage all contractor personnel to ensure timely delivery of all PWS requirements.
  • Oversee daily operations of the ISP support contract, including student services, transcript processing, account reconciliation, and reporting.
  • Develop, maintain, and update Standard Operating Procedures (SOPs) for all contract activities.
  • Provide monthly status reports and metrics to the COR addressing performance indicators such as email/phone volume, transcript processing, and merged student records.
  • Coordinate with FEMA to implement process improvements, technology updates, and system testing to support program enhancements.
  • Ensure compliance with all Federal Records Act, Privacy Act, and security requirements.
  • Support phase-in and phase-out planning to ensure seamless contract transitions.
  • Mentor and supervise the Deputy PM and team leads to achieve performance excellence.

Required Qualifications

  • Education & Experience: Minimum 5 years of project management experience in a government or training/education environment.
  • Proven ability to lead cross-functional teams, resolve conflicts, and drive results.
  • Excellent communication skills (verbal, written, and presentation).
  • Strong analytical, problem-solving, and decision-making abilities.
  • Demonstrated experience with federal contracts, compliance, and reporting.
  • U.S. Citizenship required; must be able to obtain Public Trust clearance.

Preferred Qualifications

  • PMP or CAPM Certification.
  • Experience managing large-scale training or education programs with high-volume student interactions.
  • Familiarity with FEMA systems and policies, including ISDBS.
